2024 Mentoring Award winner
Hussein Sadek, MBA, PMP, is the
president and CEO of Technologies
Consulting International. A graduate
electrical and electronics engineer and
an ASNT NDT Level III, he has been an
ASNT member since 1978, accumulating
45 years of experience in NDT consulting,
training, and inspection services. He
served as ASNT President and Chair from
1998 to 1999 and as NDTMA President
in 2009.
Sadek’s accomplishments include
becoming an ASNT Fellow in 1991 and
receiving the Philip D. Johnson Honorary
Member Award in 2009, the Robert C.
McMaster Gold Medal Award in 2013,
the George L. Pherigo Tutorial Citation
in 2016, and the Charles N. Sherlock
Meritorious Service Award in 2020. He
currently chairs the ASNT Awards and
Honors Council and has served on the
ASNT Business and Finance Committee
from 2009 to 2024. He has also chaired
the CMC Electromagnetics Committee
and served as Regional Director for
Region 5.
JOSEPH MACKIN
2024 George C. Wheeler Excellence
in Personnel Certification Recognition
winner Joseph Mackin has been
involved with ASNT certification
programs since 1991. His contributions
include 23 years on the SNT-TC-1A
Review and Interpretation commit-
tees and 14 years on the Certification
Management Committee (CMC).
In 2016, Mackin served as Chair of the
CMC NDT Level III Division, which was
responsible for maintaining ASNT NDT
Level III examinations. During his tenure,
the Division began transitioning from
paper to computer-based exams.
In 2019, Mackin was elected Chair of
the CMC. At the height of COVID-19,
when in-person meetings were no longer
possible, he collaborated with ASNT
staff and CMC leadership to transition to
online meetings, ensuring uninterrupted
certification services.
During this time, under Mackin’s
leadership, the ASNT 9712 certification
program was developed and launched.
This marked a significant milestone in
which ASNT achieved a 9712-compliant
program that was also compliant with the
2021 edition of ISO 9712.

ASNT CEO Neal
Couture, FASAE,
CAE, has been
appointed to
the Leadership
Advisory Board of
the Professionals
for Association Revenue (PAR). PAR is a
membership community that supports
and connects association teams to the
opportunities, strategies, and techniques
that lead to better business outcomes
for associations. PAR’s member organi-
zations include professional and trade
associations spanning multiple industries
and serving various membership sizes of
their own.
Blackbird Robotics
GmbH (Garching,
Germany), a
leading provider
of system
solutions for
robot-assisted
laser welding, has announced the
appointment of Rüdiger Brockmann
as the company’s new CEO, effective
February. Brockmann succeeds Karl
Christian Messer, who has managed the
company since 2017. Under Messer’s
leadership, the company expanded inter-
nationally, including the establishment of
a branch in Shanghai, China.
Brockmann brings over 30 years of
experience in the industry and laser
sector. He holds degrees in applied
physics and mechanical engineering and
earned his PhD in laser micro welding.
He has held various top management
positions in large groups as well as
mid-sized companies. Brockmann is also
a pioneer in remote laser welding for
the automotive industry, with extensive
expertise and a deep understanding of
the technology.
In collaboration with 2D and 3D
scan systems from its sister company
SCANLAB, Blackbird offers a wide
range of highly efficient, pre-integrated
solutions for series production in auto-
motive manufacturing, electric mobility,
and various other industrial sectors
worldwide, serving machine and plant
construction companies.
Andreas Noss
was appointed
Administrative
Director of the
Fraunhofer
Institute for
Nondestructive
Testing IZFP in Saarbrücken, Germany,
effective 1 February. Simultaneously, he
joined the newly established Institute
Steering Committee. This strategic
appointment strengthens Fraunhofer
IZFP’s commercial and organizational
management capabilities.
Noss brings extensive experience
in finance, controlling, and strategic
corporate management. Before
joining Fraunhofer IZFP, he served as
Commercial Director at ZeMA gGmbH
for seven years, where he was respon-
sible for the economic management
and further development of the orga-
nization. Previously, he gained valuable
experience in commercial and oper-
ational management roles at Robert
Bosch GmbH.
With Noss’s expertise, Fraunhofer IZFP
is strengthening its economic and stra-
tegic orientation as a leading research
institution for innovative sensor technol-
ogies and digital signal processing. His
deep knowledge of financial manage-
ment and organizational development is
expected to play a key role in securing
the institute’s long-term competitiveness
and future security.
APPOINTMENTS
Professional NDE Services Group LLC
(PNDE) (Fairfield, Ohio) announced the
promotion of ASNT member David
Shock to Responsible Level 3 and a key
member of the company’s manage-
ment team on 6 January. Shock’s NDT/E
career began in 1998, with a focus on
the aerospace industry for the past 27
years. He holds ASNT certifications in
PT, MT, and UT and certifications from
major aerospace companies including
GE Aerospace, Pratt &Whitney, and
SpaceX. He joined Professional NDE
and Consulting in 2017, where he
supported clients with global UT immer-
sion programs for US Federal Aviation
Administration (FAA) LLP inspections
and developed and implemented CMC
composite inspections for R&D and
production. Shock then spent two years
at the US Air Force Research Lab (AFRL),
conducting POD studies for crack
detection using UT and ET, and devel-
oping a PAUT inspection for corrosion
that ultimately helped save the Air Force
over US$1.7 million and 5800 inspector
hours per aircraft. In 2023, he earned
an associate of applied science (AAS)
degree in nondestructive testing tech-
nology and rejoined PNDE’s Services
division.
PNDE also announced the promo-
tion of Alexis Tenley to Assistant
Operations Manager on 3 February.
Tenley began her NDT/E career in 2017
with Professional NDE and Consulting,
working in a fluorescent penetrant
inspection lab at GE Aerospace.
She played an integral role in devel-
oping inspections for advanced
ceramic matrix composite (CMC) and
3D-printed hardware. Her expertise
extended to engineering new inspec-
tions, inspecting on-engine hardware,
and guiding penetrant technicians
across various GE Aerospace sites. In
2021, Tenley transitioned to PNDE’s
Services division as an administrative
assistant after earning her bachelor’s
degree in business management. Since
then, she has managed front-office
operations while mentoring penetrant
technicians working with 3D-printed
components and spearheaded the
development of an internal inspection
process for a newly designed military
jet engine component.
